Background: Repeat Order can shorten public procurement processes, but its effectiveness depends on reliable provider performance evaluation and the organizational conditions under which Commitment-Making Officers (Pejabat Pembuat Komitmen/PPK) work. Evidence on performance evaluation quality as a mediating mechanism remains limited in Indonesian local government procurement.
Objective: This study examines the associations of organizational support and PPK competence with the effectiveness of Repeat Order implementation, with provider performance evaluation quality as a mediator.
Methods: A quantitative cross-sectional explanatory design was applied to questionnaire responses from 220 PPKs selected purposively from Regional Government Organizations in East Kutai Regency, Indonesia. The measurement and structural models, including indirect effects, were evaluated using PLS-SEM in WarpPLS 8.0.
Results: Organizational support was positively associated with implementation effectiveness (β = 0.440, p < 0.001) and performance evaluation quality (β = 0.578, p < 0.001). PPK competence was positively associated with implementation effectiveness (β = 0.313, p < 0.001), but not with performance evaluation quality (β = −0.102, p = 0.063). Performance evaluation quality was positively associated with implementation effectiveness (β = 0.447, p < 0.001). The indirect effect through performance evaluation quality was significant for organizational support (β = 0.259, p < 0.001) but not for PPK competence (β = −0.046, p = 0.168).
Conclusion: Organizational support is directly associated with Repeat Order implementation and operates through performance evaluation quality, whereas PPK competence shows only a direct association. Strengthening procedures, information systems, training, and supervision can help PPKs produce more objective and accountable provider evaluations.
