Prioritizing Policy Strategies for Community Economic Resilience in Landslide-Prone Areas of Bogor Regency: A SWOT-QSPM Approach

Abstract

Background: Landslide-prone communities in Bogor Regency face repeated economic shocks, while local policy responses remain fragmented across infrastructure, livelihood, financial, and institutional programs.

Objective: This study formulated and ranked policy strategies to strengthen community economic resilience in landslide-prone areas.

Methods: Evidence from 77 households in Cibedug and Bojong Koneng Villages was synthesized with in-depth assessments from five key informants representing disaster management, public works, village governments, and academia. Internal and external factors were evaluated using the Internal Factor Analysis Summary (IFAS) and External Factor Analysis Summary (EFAS), alternative strategies were generated using SWOT analysis, and priorities were ranked using the Quantitative Strategic Planning Matrix (QSPM).

Results: The internal score was positive (strengths, 1.65; weaknesses, 1.41; coordinate, 0.24), and the external score was also positive (opportunities, 1.62; threats, 1.47; coordinate, 0.15), placing the policy system in the SO (Strengths–Opportunities)/Growth quadrant. Seven strategic alternatives were generated. Public–private partnerships for structural mitigation infrastructure ranked first, with a Sum Total Attractiveness Score (STAS) of 6.28, followed by multi-stakeholder collaboration through local institutions, with a score of 6.20, and community-based access to government programs, with a score of 6.02.

Conclusion: Policy implementation should begin with risk-reducing infrastructure, but it must also integrate local institutions, community knowledge, inclusive finance, land-tenure coordination, and staged livelihood development.
